Corporation / municipality / panchayat bribe

To set up a trade shop in Chennai. DMK councillor has demanded 25 lakhs to my brother stating that the Mayor fund is required for all Chennai corporation approvals. When my brother confronted that, we will appeal to the CM. He said the Mayor has more power than your CM so you can do whatever you can also he intimidated my brother saying if we go to the police, no approval will be given in Chennai and your names will be blacklisted and our guys will take care of you . Even the next corporation cannot revoke this action. He also said to my brother, prime area is prime rate and this is normal no one can eliminate this even your brother Vijay cannot. I write this with deep concern because of the criminal intimidation
